Dr Alan Cohen is a Senior Fellow, Sainsbury Centre for Mental Health & National Primary Care Advisor, Improving Access to Psychological Therapies (IAPT) programme Dr Cohen was a GP for 25 years before joining Kensington and Chelsea Primary Care Trust as Clinical Director (April 2004 to May 2005). In 2000 he received the James Cameron Award from the BMA for his services to general practice. Since 2005 he has been a Primary Care Advisor to the Care Services Improvement Partnership while remaining in active clinical practice. Dr Cohen as a Senior Fellow at the Sainsbury Centre for Mental Health is involved in work in alignment with the Centre’s objective of improving the quality of life for people with mental health problems. This is achieved by influencing policy and practice in mental health and related services.

Dr Cohen was also the Chair of the London Development Centre for Mental Health, one of the eight regional development centres of the National Institute of Mental Health in England. Dr Cohen has contributed to numerous articles/publications on mental health and primary care. He remains a firm advocate of the importance of primary care services in the delivery of mental health care. Dr Cohen has contributed to the provision of effective and innovative ways of managing anxiety and depression within the primary care setting.

Ken Resnicow graduated with a PhD in Health Psychology from the Albert Einstein College of Medicine and the Ferkauf Graduate School and is currently teaching Health Communications for Public Health and Motivational Interviewing in Public Health in the University of Michigan, Ann Arbor.

His research interests include: the design and evaluation of health promotion programs for special populations, particularly cardiovascular and cancer prevention interventions for African Americans; understanding the relationship between ethnicity and health behaviors; school-based health promotion programs; substance use prevention and harm reduction and motivational interviewing for chronic disease prevention.

Brian Austin helped to develop the original proposal for the ICIC program, and currently serves as its deputy director. He is Associate Director of the MacColl Institute, and has been at the Center for Health Studies in various capacities for over 25 years. His areas of interest include implementing population-based care initiatives in primary care settings, the development of expert systems and practice team redesign efforts.

The official opening ceremony of the Congress will be held on the morning of 16 October 2009. Our Guest-of-Honour is Ms Yong Ying-I, Permanent Secretary, Ministry of Health; and our Keynote Speaker is Professor Edison Liu, Executive Director, Genome Institute of Singapore (GIS) A*STAR.

Permanent Secretary, Ministry Of Health

Ms Yong Ying-I assumed the position of Permanent Secretary of the Ministry of Health (MOH) on 1st July 2005. Her responsibilities at the Ministry involves developing Singapore's health services to provide good quality and affordable healthcare to its people; and keeping Singaporeans fit and healthy through promotion of healthy living and prevention of illness and disease.

Ms Yong also leads the MOH Holdings Board, a board appointed by the Ministry of Health to guide the strategic efforts of *MOH Holdings (MOHH) and to ensure that MOHH’s direction is in line with national healthcare policies and goals.

*The MOH Holdings oversees the individual efforts of Singapore’s various public hospitals, ensuring that the nation’s healthcare infrastructure is developed into a world-class Medical Hub while delivering quality healthcare at affordable prices.

Professor Edison Liu
Executive Director
Genome Institute Of Singapore (GIS), A*STAR

Topic: Genomic Medicine: Meaning, Promise, Concerns

Dr Edison Liu assumed the position of Executive Director, Genome Institute of Singapore (GIS), A*STAR in 2001. Graduated from Stanford University and its medical school, Dr Liu received residency training at Washington University, Oncology training at Stanford University, and post-doc training in molecular oncogenesis at the University of California.

Prior to his founding role as the Executive Director of GIS, Dr Liu was professor of medicine, biochemistry and epidemiology at the University of North Carolina, and Director of its Specialized Program of Research Excellence in Breast Cancer from 1987-1996. From 1996-2001, Dr Liu was the Division Director of Clinical Sciences (Intramural program) at National Cancer Institute.

Dr Liu’s scientific investigations have spanned molecular epidemiology to molecular biochemistry of human oncogenes. His current scientific research investigates the dynamics of whole genome gene transcription that explains biological states in cancer. Dr. Liu has contributed over 200 articles, reviews, and book chapters to the scientific literature. He is also the recipient of the Rosenthal Award from the American Association of Cancer Research and the Brinker International Award from Susan Komen Foundation for his breast cancer research.

Topic : Transforming Primary Care - Keeping It Personal

Dr David Colin-Thomé, OBE, MBBS, FRCGP, FRCP, FFPH, FFGDP (Honorary), DRCOG, DCH, is the National Clinical Director of Primary Care, Dept of Health, UK and the clinical advisor to the Commissioning and System Management Directorate, DH.

Dr Thome who graduated from the Newcastle University Medical School has numerous academic qualifications including, Fellow of the Royal College of General Practitioners, Fellow of the Faculty of Public Health Medicine/Public Health as well as Fellow of the Royal College of Physicians, to just mention a few. Besides being a practising GP for many years, he has considerable experience in the public sector, having spent many years as a councillor, former senior medical officer at the Scottish Office and a Director of Primary care at North West and London Regional offices.

Dr Thome, a former adviser to Central Manchester University Hospital 2004-07 is honorary visiting professor of the Manchester Centre for Healthcare Management at Manchester University and a Honorary Professor of the School of Health, University of Durham. He has also been on many overseas advisory visits specialising in primary care development. He publishes regularly on primary care reform. He was awarded the OBE in 1997. Dr Thome has been leading initiatives in UK to reconfigure primary care services to offer personalised service to patients nearer their homes.

Topic : The Role of Medical Research in Transforming Healthcare

George Radda came to Oxford in 1956 from Hungary. He obtained his MA in Chemistry and D.Phil. in Physical Organic Chemistry at Merton College Oxford. Following a year of post-doctoral work with Melvin Calvin in Berkeley, California (1962-63) he returned to Oxford. Since then he held the following posts: Junior Research Fellow, Merton College (1961-64); Lecturer in Organic Chemistry, St. John’s College (1963-64); Departmental Demonstrator in Biochemistry (1964-66); Fellow and Tutor in Organic Chemistry, Merton College (1964-84); University Lecturer in Biochemistry (1966-84); British Heart Foundation Professor of Molecular Cardiology (1984-2003); Professorial Fellow, Merton College (1984-2003); Honorary Director MRC Biochemical and Clinical Magnetic Resonance Unit (1988-96); Head, Department of Biochemistry (1991-96); He became Chief Executive of Medical Research Council (on secondment) (1996-2003) and was Chairman National Cancer Research Institute (2001-2003).

In 2003 he retired and became Emeritus Professor of Molecular Cardiology and Emeritus Fellow of Merton College Oxford (2003-2006) and moved to the newly established Cardiac Science Centre in the University Laboratory of Physiology.

In 2006 the University reemployed him as Professor and Head of the Department of Physiology, Anatomy and Genetics and Merton College re-elected him to a Professorial Fellowship. Since 2005 he has been the Scientific Director of the Laboratory of Metabolic Medicine at Biopolis in Singapore and is Chairman of the Singapore Bioimaging Consortium of A*-STAR.

He was awarded the CBE in 1993 and Knighted in 2000. He became a Fellow of the Royal Society in 1980 and a Founder Fellow Academy of Medical Sciences in 1998.

 
Dr Henry Brodaty

Topic : Dementia - An Impending Pandemic: Strategies for The Asia-Pacific Region

Henry Brodaty is Professor of Ageing and Mental Health and Director of the Australian government funded Primary Dementia Collaborative Research Centre at the University of New South Wales. He is Director, Aged Care Psychiatry and Head of the Memory Disorders Clinic at Prince of Wales Hospital in Sydney, Australia where he also directs a centre conducting trials of drugs for the treatment of Alzheimer’s disease.

Professor Brodaty is a past president of Alzheimer’s Australia and Alzheimer’s Australia (NSW) and past Chairman of Alzheimer’s Disease International and of its Medical and Scientific Panel. He has published over 300 scientific papers and several books. Professor Brodaty is a member of the Australian Minister of Ageing’s Dementia Advisory Group. He is committed to improving the quality of life of people with dementia and their families through direct services, advocacy and advancing research.

Professor Robert K. Kamei, MD

Topic : Building an Evidence Based Learning Program in Singapore

Born in Los Angeles, California, he has an undergraduate degree in Human Biology from Stanford University and his medical degree from the University of California, San Francisco. He subsequently pursued internship and residency training in pediatrics at the Children’s Hospital of Philadelphia, University of Pennsylvania School of Medicine. After several years in primary care pediatric practice, he returned to the University of California, San Francisco where he served on the faculty. He was named as director of pediatric residency training in 1990 and continued in this position until accepting the position at the Duke-NUS in 2006.

He served with Dr. Abraham Rudolph as co-editor of the “Fundamentals of Pediatrics” for the 3 editions of this textbook. This textbook has become one of the most popular references on pediatrics for medical students and residents that is sold in the world today; and has been translated in several different languages. In 2000, he was the recipient of a Fulbright Senior Scholar Award to provide faculty development for academicians teaching medicine in Indonesia. During his sabbatical year, he traveled extensively throughout Indonesia and Southeast Asia to lecture and lead discussions on contemporary medical education teaching and evaluation techniques.

Dr. Kamei has held many different leadership positions in the Association of Pediatric Program Directors, the American Board of Pediatrics, and holds membership in the Alpha Omega Alpha medical society.
